The Progress out of Poverty Index® (PPI®) for Uganda is an easy-to-use, objective client poverty assessment tool. The PPI estimates the likelihood that a household has income below a national or international poverty line. See "PPI At-A-Glance" below for a list of poverty lines and rates for Uganda.

The PPI scorecard uses simple non-financial indicators that are easy to collect accurately. This means field personnel can quickly capture and verify the indicators at the point of collection.  After PPI scorecard information is collected, a “look-up table” is used to associate scores with poverty likelihoods and aggregate poverty level results.  The PPI allows programs to: target services to poorer clients, calculate poverty levels of current clients, track changes in poverty levels over time and better focus market research.

Indicators in the PPI are based on data from the 2009/10 Uganda National Household Survey (UNHS) conducted by Uganda Bureau of Statistics. This is the best, most recent household survey available with income or expenditure data.  Sixteen respondents from twelve organizations participated in the User Review, download the "PPI User Review Feedback" below for details.  A basic field test was conducted by BRAC Uganda during PPI development and its results are outlined in the "PPI Field Test Overview".

The latest version of the PPI for Uganda was created in September of 2011.  The PPI description and documents are based on or taken from The Progress out of Poverty Index®: A Simple Poverty Scorecard for Uganda, Mark Schreiner of Microfinance Risk Management, L.L.C.

PPI Scorecard: Country-specific set of PPI indicators for Uganda developed from Uganda’s 2009 National Household Survey by the Uganda Bureau of Statistics (UBOS).  A household roster is included to assist with data collection.
